Gaping loophole in new NSW strata rules exposed after resident ripped up her carpet

Apartment-living could descend into chaos if a gaping loophole just revealed in the new strata legislation isn’t plugged as a matter of urgency, it’s been claimed. Owners who took action at the NSW Civil and Administrative Tribunal(NCAT) against a resident who broke the bylaws by ripping up her carpet and using the concrete slab as noisy flooring discovered, to their horror, that it could not, under current rules, impose a fine on her.
